More like. Formation skills should be 'permanent' or at least have a chunky duration. People standing on them or not, sort of like Glyphs do. It becomes a spot in the field that equals tactical advantage.

It's a good idea to decrease that for players, but keep the gimmick going for monsters and bosses, so this way the weapon still keeps its charm and takes a while to wind up in PvP. It's because they're too hard to be obtained at the moment. 0.25~1.5% is the current chance to obtain wounds from major damage taken, which makes any injuries obtained in serious combat (where everybody is determined to not hold back their strikes and fully hold the intend to harm the enemy) QUI...
