It says that you can create it via tool creation. You can't however, even with the talent.

It says "Crafted with Tool Creation". So what I expected is, when I pick this Talent I am able to create those dummies via tool creation. (the Craft)

That's not the case. The only way to currently get those is buying them from the Marshalls.
