40% guard is often more than 40% reduction to damage because armor applies after reduction so on a tank it makes you super tough. But looking at this kind of math in a vaccum isn't giving the full picture anyway. Guard is very useful in certain situations, for instance when you are in a dangerous spot in a team battle, or when you want to stall for various reasons. And of course 10% guard is amazing, and sometimes it's 20% when you crit on non fleur for instance.
