Watchful Eye will not turn you toward approaching enemies for practically anything other than normal movement. It says most movement abilities are included, but things like Winged Serpent, Rabbit Leap, Crane Hop, Retaliate, and Chaser are completely ignored. It would be nice for the 'Most movement skills' part of the description to be clarified more so we can tell if this is intended or not.
Generally speaking, anything that triggers Cinder damage will also be followed by Watchful Eye. Anything that doesn't, won't.

The only things this includes is basic movement, parting shot, and an enemy pulling you with an attack. I imagine changing this to include some other movement skills would be better put in balance fu?
That would be best, yes, since technically this isn't a bug.
