It seems that guns are not currently taking defense into account. I did the same damage with the same gun to several types of arena combatants, no matter their defense.
Heres what i got so far.
Critical Hit! Kal Ichijou attacks Glykin Arena Combatant with Coral Excel Sniper and hits them!
Glykin Arena Combatant takes 195 Pierce damage.
Next fight
Critical Hit! Kal Ichijou attacks Corbie Arena Combatant with Coral Excel Sniper and hits them!
Corbie Arena Combatant takes 195 Pierce damage.
Next fight
Critical Hit! Kal Ichijou attacks Zeran Arena Combatant with Coral Excel Sniper and hits them!
Zeran Arena Combatant takes 195 Pierce damage.

Can confirm.

Did it against a jammer level 1. 133 crit.

Did it against a level 60 arena combatant. 133 crit.

RIP. (also they aren't splitting the stat scaling between each shot so. Guns kind of are becoming ridiculous)

Test again in 1.58g.
