Infernal Summon does not cause the youkai to stop when it impacts an enemy; it will always end up on the last tile, as long as it can be cast, resulting in two units atop one another if the enemy is in the last tile.
Tested with a level 60 bonded Seiryuu as the only bonded youkai, non-ascended.
