This was tested on the testing server, which is in 2.59, but I believe that it still is in live.

I can confirm for the few times I've fought against the Wild Carbuncle, their wild beam would do 0 damage no matter what.

The testing server is outdated in regards to this skill. It was bugged initially but it should be working fine now.
