Without knowing specs I can't really comment, but I don't have this issue.

I would recommend trying it on the public server, if that's not what you're doing. It may be less of a problem when there aren't other people on, since it probably requires the server to already be experiencing at least a bit of stress/lag on its own to cause a noticeable change in frame rate.
