While I'd agree, I'd question the bullet slot. Things such as Silver Bullets and aerodynamic.

do we have aerodynamic focus?

The lore's more complicated than that, which is why I usually provide some leniency on people using guns in 'spars'. Otherwise, I'd consider anyone using charged Excel Sniper shots or Magic Gunner bullets to be presumed lethal unless they can make it vividly clear otherwise.

As for the suggestion, while it's a nice thought to include to the mix, I don't think it's a good idea to have just to say 'hey i have rubber bullets so i'm not lethal'. That can be solved by avoiding the pitfalls of poor roleplay. (I.e. going 'BOOM I HEADSHOT U' to finish off someone in a designated non-lethal fight)

... I mean, it's the same thing as having a purposefully dull blade on your sword to decrease the chances of seriously hurting a sparring opponent, or holding back when launching a magical attack. You can still hurt/kill, yeah, but the chances are lowered by purposeful mechanics. I think that having parts that are debuffs rather than buffs would also allow for more interesting RP when it comes to events (ie a weapon being damaged and thus forcibly having a debuff part put on it), so... nah. I'm still for the concept.

I think with the adverb most, Dev gives openness to that concept. Specially in the case of -magic- gunners (Since you don't have to be a magic gunner to fire a gun). Which is further evident by magic gunners getting bonuses due to their will.
