If you read it carefully, you'd see that's only with class bonuses. Other bonuses can be stacked on top of it to make it more in favor of the defender.

I also believe there's nothing wrong with a test run. Do you know how many times Overload has been buffed and nerfed just to ensure it's properly effective but not too overpowered?
