Despite the wording of Rafflesia Tea, you attack ALL allies in range of your attack, instead of just 1.
My source?
Whitender brutalizing every single person on their team multiple times with a crash potion attack. and 12 range.

As far as I know that's not the case, though if they had Crash Potion it's possible they can hit multiple enemies as it uses the attack skill, much like Bloody Ball.
Please include screenshots/logs in reports like these.
