I founded that you can't Cutthroat someone/something if he/she/it has been pulled by Forced Move until his/her/it's turn or for about 1 round. It's because it (probably) moved diagnoally, so its back is facing...diagonally, making it impossible to target with cutthroat. This can happen in PvP if the last movement outside of combat made by someone was to a diagnoal, and they didn't reposition themselves at all.
