Celsius Shell High Charge - Trexmaster - 11-16-2014
It creates ice tiles, but it doesn't inflict /any/ extra damage (as indicated by its description of High Charge power *11).

It does but it's likely you were near an edge of the map when you did this, which was a previous bug with other similar effects. It's been corrected, anyway.
