Insulated Hilt doesn't seem to be giving lightning resistance. It does properly lower the weapon power, though.

25% Lightning weakness + Insulated Hilt on subweapon = Weak! message.

Try it in main hand slot. Subslot and weapon parts always act funny.

Weak! Test Dummy takes 19 Lightning damage.
