Godrod is currently not using any scaling from staff-type weapons. I tested it with Graft and well. The results are below. Staff of Eyes tested ( with 40 strength) then tested with Mugendai (18 WIL and 40 Sanctity)... Then tested with a Quarterstaff (110% STR scaling, same stats as with the SoE)
So. Yeah.
Also; wouldn't Staff weapons be inferior casting tools since they don't have the right damage type anyways.
