Zerans still get their enchanting bonus still to regular enchanting (enchanting weapons and armor)
this recent patch they no longer receive that bonus to tome crafting ( still the enchant skill.)

Are you sure you're not confusing this with the old bonus given from Fluency?

As a zeran I should be getting 5 from skill, 1 from being a zeran, and 1 from LE =7 skill in enchanting
I get 7 in enchanting in the Catalyst menu
in the blacksmith craft menu for tomes I get 6
