Can Malmelo cost 3m instead of 4m now that it has a cooldown?

Uhh... I'd rather not lower the momentum because it would be pretty annoying to meet with a Priest who goes Mass -> Graft -> Malmelo to restore their party's HP to 100% in one turn. Even with a cooldown, I think that'd be an interesting, but broken combo.
