I don't believe that Coral is getting the benefits from Harvest. That, or I'm an unlucky shmuck.

The failure chance for gathering Coral seems to be much higher than other resource nodes, due to the success increase from Harvesting not applying.

It has the same chance to drop its elemental ore as any other vein, so I'm guessing you were just unlucky.
