Thunderbolt doesn't seem to gain bonus damage from Overgrown Staff's effect (Nature spells gain +1 spell power per plant within x range), the only way I could tell this was a thing was because the flowers slightly glow when a nature spell is cast, and they do not with thunderbolt.
