Quiet Person will make it so your whispers are never heard, only ever coming up as this to anyone but yourself.
Purple Pugilist whispers "Purple Pugilist seems to say something, but they're mumbling too quietly for you to hear."
I'd suggest that it have much less impact on Whisper in specific, making the range at which this triggers 2 range, since whisper is 2 range.
