If someone is inflicted with a Status Effect not caused by you, you can't target them with a Hex.
If this is purposeful, it should be noted in the Hex descriptions.

Bumping to state that hexes /do/ allow you to target and use the hex, but...the hex isn't inflicted on them. You just waste your FP and momentum.
