Mr. Fluffles walks outside the housing area making it impossible for people to find it sometimes. Not to mention it can hide behind roofs and trees.

Mr. Fluffles the cat you have to find for the +1 cel stamp, can walk over and past walls. I assume it can walk on houses too, making it impossible for people to access it.
