Basically put Excel Crash lvl 3 is very bugged in an odd way. Lvl 1 and 2 work as they are meant to ignoring evasion and adding an extra measure to the spell (in this case it was making Rye an AOE) but the last level does not increase damage by 25% it does the exact opposite.
For the first round I did a double Excel Charge and then on the next round the Shock Collar and Conversion gloves made it to level 3.

The above damage is with lvl 3 excel charge for the excel crash

That above daamge was with no excel charges since they were spent ont he first attack. Also I do not have elite engine unlocked for this weapon.
