And yeah thats kinda it. This is incredibly underwhelming, even for 1M, considering you have to mainhand it. Its not even worth it for the ice spread cause all Ice users will have more effective methods.
Could it maybe get a secondary effect as it already needs targets. Like a buff for allies and a debuff for foes? Maybe cause Ice weakness(like 25% max) for foes and something like a "on being attacked" retaliation ice damage for allies?
It's certainly very lackluster in its current state.

I could see it maybe casting a smaller sized Famiuga on hit with a small CD. Or on crit like Tarnada does.

Or, if we don't want it to be changed, make Touyaa Shuriken create Ice Sheets with an amount equal to 5 + Weapon Power. That could be super funny.
Another proposal is just making it apply Frozen LV20 on an enemy if they are standing on an Ice sheet.
