Combat Magnifying Glass's potential Culprit Declaration says that you can use a skill quote for its activation, this feature currently doesn't function.
You can verify this by making a skill quote for the skill name Culprit Declaration and getting an ally killed. It won't appear.

Yes, it does apply the hunted. The only issue is that the Skill Quote feature doesn't work on it.
