Relent gales knockdown effect does not knock the person you move, but rather the carrier of the status.
Knockback works fine, but knockdown does not.
How to replicate - Enchant yourself with Relent Gale, use Astral Gravity, or Galren Isendo + magnetize pull.
(Don't know if it helps, but it has been an issue for quite a while already, thought it was reported! )

Can confirm this still exists. Pretty much not a skill that'll be too worth using until that gets rectified.
