Ice Sheets should gain some transparency when deployed (or at their base icon file), around 50% transparency.
I don't know how this never came to bother anyone, the fact that Ice Sheets have a layer setting above all other field effects, including even the player's customizable pieces sometimes. So, there's little to be asked but above. By doing that it will make the ice sheets leave a nice effect of 'as if they're freezing/burning over the battlefield', rather than turning everything into pure ice.

I think it comes down to if you have the icons to offer or not for that.

It's not a matter of icons. You can turn those transparent through coding by reducing its matrix iirc.
