Simple, just let Herons gain a flight trait just like Phenexes. They live up in the mountains or the clouds, so it makes sense they'd be able to fly.
I hope that makes sense, anyway.

It wasn't our fault the next Kaelensia was another winged race, so they definitely should have Gain Air and Flight.

I added a new trait called Sound Skies for Phenex and Herons that let them get the Flight racial skill. I also made the Red Skies trait available to Herons.
