The issue is that some people might not bother upgrading, for instance, the durability of their 9-star tome. I think the metrics should be based on actual use, be it what items people use to defeat (or lose against) dungeon bosses, seto, or sparring partners.
Additionally, popularity is not necessarily the best indicator of an item's power
