Further Madness's Madness mantra does not seem to trigger on emote or wemote, even if its said in text during those actions. No Red text is shown. But it does work normally in a say or whisper.

There's no code to differentiate speech in emotes, so this is a product of the verb system and not really a bug.

Yes but it should proc. Basically any emote that contain at one set of quotations should be considered verbs

While this could be changed in the future, currently this behavior is not a bug. It's simply like that because there's no logic to figure out if it's actually being said or not when outside of a say channel.
