When upgrading anything that isn't a weapon, costs aren't scaling correctly. When done all at once, the cost of each next step goes up, leading to what I assume is the 'intended' final amount.
However, if you do a single step, accept, and start again, each upgrade level only costs the initial price of going from 0 -> 1.
This was tested with a 1* Breastplate, a pair of Beo boots, a witch hat, a magic gauntlet, and a terrasque shell, all of which display the same behavior.
