If you open the Placeables or Animations menu, neither will show all possible options -unless- you close and re-open the menu several times. If you want to quickly test this, open the Placeables menu and look for "Armor Sign" - it will not be there until you close and re-open the menu as I explained.

This is not a bug. The first time these lists generate, the generation takes time and sleeps every so often so that the server isn't impacted.
