I agree with the idea that sharing accounts might be a bad problem, but I never saw this rule stated, and I think it's a silly rule in the first place.
EDIT:
To note, I think it's silly if only because yeah, some people might use your account for something wrong, but if you trust someone with your account, you put them in that jurisdiction anyway.
Sharing accounts has its pros as well as its cons, but I think that it's not worth making this rule that no one knew about.
