It probably varies from spell to spell in behavior, but Frigid Formation doesn't do damage to anyone except those on formation tiles.
Although I should probably rework how this skill actually triggers and applies in general, it probably needs more testing with location targeting spells like Wind Slasher, to make sure it's actually not applying.
