WIL/2+SKI+LUC vs RES+LUC seems like it'd work better than it is now, getting rid of the " I have 250% chance to status ya! " that happens now.

how does this affect non mage abilities that inflict statuses, like snake shot, warning shot, magic gunner which requires hitting, ghosts requiring claret call to fear and silence, blackbolt consuming void energy to inflict statuses

If you don't see the words "may," "might," "a chance to," or anything to that effect, then the skill is not going to be using a status infliction formula. When reading skill descriptions it's best to be as literal as possible.
