60/40 seems to be best here. I'd be more comfortable doing higher if it didn't make the Hakouhen Masterwork Katana completely obsolete, which gives high SKI scaling, with low durability as the price for it. Sogensara would outclass it in its scaling, and would have Ice ATK on hit to boot.

It's a great katana but its not the absolute choice, there are katanas that amount to the same amount of power in terms of swords. Hisen, Hakouhen, Raijin, etc... Fire should be patted out after being tread on too much. You can still take damage from lingering damage, poison, cinders, frostbite tiles, traps, and the curse will be transferred, making your opponents evade against basic attacks 0, treating them as-if the 60+ stats they put into CEL ...

STR giving just HP is fine. Maybe STR giving crit 0.5 damage could be fine since GUI mostly scales for daggers. Not so much for STR giving hit. It would throw off the Hit vs Evade balance even more. The hit drawback is honestly unnecessary. It doesn't have enough scaling to warrant it. At least that, as Lonestar said, should be removed.
