I feel like this has probably been suggested before, but why not let people bash in locked chests? You could have it destroy half the items inside as a punishment, cost physical stamina and have the possibility of inflicting an affliction on the basher to still given an incentive to take up lockpicking.
Instead of destroy half the items I think a better solution would be turning them into the materials they were originally. I don't think an infliction on the basher would be necessary. You can bash doors with no penalization but only phys stamina which would be the same for this mechanic. Also traps setting off would be the con. It would auto proc traps.
