Now I know 10* are intended to be rare, however I feel the ones dropped by bosses are just brutal to find, unlike regular monsters, you can only fight the one every in-game hour or every core fight.

I'd like to suggest something more like three times the current rate to make up for how often you can fight them. Level*0.03% instead of Level*0.01%. (For a Level 65 boss, this would be 1.95% compared to 0.65%)
Yeah, as it stands, it's at least bareable hunting for the ones regular mobs drop, since you can generally fight them repeatedly. It still takes awhile, but not -nearly- as long to eventually get a drop (though if it's the material/enchant you want, that's a whole 'nother story).

Either that, or, maybe have more than one boss spawn possible at a time?

Yup, that, and you'd be facing a hard match depending on the situation... Since you're going with your Lucky enchants and that Magnifying Glass taking one hand slot.
You forgot the bloodsoaked weapon. Although I guess you can take that off for bosses.
