NPCs can be rotated so it shouldn't be an issue.

I think I've finally finished floor 2 of the Cellsvich Inn. I opted for two rooms since I was running out of space while trying to keep the original Inn size from floor 1. I added a little space where people would be able to hang out if anything, perhaps gives people a little reason to be in the Inns. I added an exit to the top floor as well because I want to try to add a balcony on at least one building. If it doesn't work out, I'll just remove it, no problem.

I also forgot the doors to the rooms in the picture, but I have them added.
Excellent work, indeed. However, I do have one nitpick:

While the 'Fortified Entrance' looks nice, it seems much more fitting for, say, the Guard Barracks than the entrance of Cellsvich itself. If you're open to private discussion, I can provide an alternative (sketched) idea.

Otherwise, once again, you're doing a very good job. I'm looking forward to seeing the rest of your work here.

My original idea was to make an interior that would consist of a hallway, which would branch off into two hallways or two rooms. The rooms would be on both the left and the right of the hallway (only accessible by Guards) and would be a spot where Guards could be stationed. Within both those rooms the Guards can go upstairs and make it onto the top of the walls. Though if you just pass through the hallway going straight, you'd go into Cellsvich. I always felt like the whole hall idea of mine was unnecessary though.

Is Pink's being separated to a point where we'll be able to see the lower level from the upper and vice versa (similar to a balcony if you would) or are you considering adding a Warper to have it as two separate floors?

A second floor would allow for that extra bit of privacy for private functions and such and probably allow for a few more features to be added, like more of the casino games etc.

Right now I have it so it's more set up like a balcony. I also thought about making it an entirely separate floor, but I felt it'd just looked like the current Pink's Pub that we have now just stacked on top floor 1 without Risu.

As for the casino idea, it's possible, though I would like to hear what others would think of that idea of it being in Pink's Pub. If anything, I could add a building that's attached to Pink's Pub exterior which would be the Casino. Though, Oniga would kind of lose one of it's purposes for people to actually go there if the items are added to Cellsvich.
I don't think Casino would be possible considering gambling in Sigrogana is technically illegal, if I remember correctly. Unless you mean another type of casino.

By the way, loving the work so far. Keep it up!
Agreed with Lone, gambling and other IMMORAL ACTIVITIES (not drinking) belongs in Oniga.

Besides that, the Pub and Inn are looking good! Real homey.
Okay. So I've noticed several err, and call for improvement that you needs.
1. Potted plants is not, and won't alway be the solution to emptiness of the building. If you abuses too many of these, people'll start to realize how truly empty the building can be if the plants got removed. Try, and shrink down the size of overall structure, or else suffer the consequences of having superly large spaces with nothing to fill in. This is also a suggestion to go, and experiment with tiles.
2. Always remember to do Generate Icon, in the dropbox. You'll find icons that you never knew existed, perhaps because it doesn't make it though the official loading, and was accidentally hidden because how terrible BYOND is.
3. You should, and NEVER cut off the carpet once it touches the wall. You must complete the carpet, and not look like it got cut off by some girl with gigantic scissor. Not only does it look weird in reality, but it feels like the carpet is just incomplete.
4. Never, and should I dare say, center the room. If you're making separated room, and rooms for bedroom for guests. You should never center the door, you should move the door to the side of the room, either on west, or east never the middle. This is so, you can place the bed where a bookcase can be on one side, and drawer on other instead of drawer on one side, across from that, separated by a door, a bookcase. Try, and consider the placement of the doors.
5. You should consider other tiles, before you do the tiles you've commonly used to seeing. There are chances that combination of certain tiles are much more sufficient, and cleaner compared to other tiles simply because that tileset have more variety, and more options compared to others.

Other than that. You know who I am. So that's enough said.
