Charm inflicted by Butterflies still doesn't count as 'you'. This Vorpal rabbit killed one of mine and still approached / attacked me right after.

Further information;
Another Vorpal Rabbit got charmed while I was under the effect of Aposemagicka, and it still attacked me afterward as if it wasn't charmed.
I've heard charm works fine in PvP, but I haven't tested it out yet to check.

From what I've studied, allied monsters will attack their buddy if he gets charmed, but he still targets and attacks the person who charmed him.

I have run in to this as well in PvE I installed the jester girl thing (Can't remember what she called) and used wink. The monster then went on to still hit me.

I tested with Chaos and Fern the other day, Butterflies work fine in PvP.
I just tested Black Rose in PvE as an Evoke Active skill and this happened;

Just did a quick test with Mattie, using Aposemagika and Black Rose as an Evoke Active from Wawa, it seems to work in PvP, but not in PvE against monsters.

So far it seems to be all monsters, regardless of level. Like in my example two posts up I was much higher than the Electrojam and it still focused on me. Me at lv 51, and the Electrojam at lv 14.
Though, if they are charmed, their allies will still attack them, but they ignore charm completely regardless of what level they are.

Charm only didn't work if they were 3 - 5 levels above you, correct?
My last example a few posts up. Vs lv 14 Electrojam as lv 51 player, used Black Rose via Evoke-Active.

As it seems, Charm works fine in PvP, but doesn't work in PvE except for the fact that charmed enemies are being attacked by their buddies while they are charmed. If this isn't enough of an example, I'll try to download gyazo and get some .gif examples of the bug to report it later.

I did another test with a level 1 Jammer. I am currently at lv 60. The Jammer completely ignored the fact that it's charmed against me.

Against a lv 5, in PvP, the player who helped me test told me they could not attack me. This proves that any player character below your level when charmed works properly.
To conclude, and -finally- get this bug fixed, Monsters in PvE are ignoring Charm if they are outside the level range, by this, if they are three levels or more lower than you, they will ignore charm, despite in PvP, any enemy lower level than you will be affected by Charm properly. This works for all forms of Charm, including Black Rose from Wawa when used as an Evoke-Active from the Summoner.
