Is there anything new to come up about the Flash-stepping lag or should I finally just raise this up on the BYOND forum?

The issue is (more-or-less) resolved in the Beta, although I'm not sure if it'll have any permanency.

The thing about beta is it technically is of a update before the little patch after GR.
Which consisted of Story Stuff and House Saving issues..
Could it be possible that either one of those is causing the flash-stepping lag Dev?
