In this, we discover that although non-blind people can learn traditional tactile braille, they can more easily learn visual braille. However, the important part is that it is POSSIBLE they can learn tactile braille.

From this image, we can assume at least one blind person has hands... which means they have fingers (also included in image). So, at least one blind person is capable of learning braille to learn how to read. With their fingers.
If you would've googled "can non-blind people learn braille" and google imagesearch "do blind people have hands", you would've found this information faster than waiting for a response on Fruity Rumpus General.
