Voice distortions. Some races don't exactly have mouths, tongues, vocal chords, or anything that makes sound vibrations to talk. But they all can, right? So, here are the questions.
Normally, do races; Lich, Dullahan, Mechanation, and others that fit into a category such as that, by default, have distorted voices unlike mankind?
Is it possible for Mechanations to be upgraded to have synthesized voices?
Lich yes, Mechanations are usually created to resemble humans as much as possible, so usually their voice will sound natural. Some Mechanations may vary.

Can Felidae purr?
Yes.

Because Sigrogana means 'The Promised Land'. It was also just called 'the world' before the Enlightenment.

Also do Foreign parts exist? I mean they definitely did exist in SL 1 but now that its all 6 great lands I am less sure.
Depends on what you mean by foreign. The Six Great Lands are the known societies of the world. I'll answer the expected question; Does that mean it's the entire world? Are there any other societies?
Seems kinda likely that there's something else out there, eh? Of course, we don't know if that's true, and sea travel has complications, what with Dark Zones and such...

Would the church still hunt them down, or not, because they're not a part of the church?
Depends on if they're using healing magic 'destructively' and to what extent. If you're healing old granny's broken hip, they likely won't care. If you're healing the entire town of everything from scrapes to stab wounds, they're a loooot less forgiving. Remember, the ultimate goal of the Mercalan Church in regards to healing magic is to make sure mankind don't develop a dependency on it, so you should weigh the specific case against that to determine your answer.

Can they have the features of other races? Can they have features not found in other races?
Considering the body of a Mechanation is mostly synthetic, they can differ quite greatly, although usually they don't for two reasons.
1) To help the Mechanation develop a identity and automation.
2) To prevent the Mechanation from standing out in areas they are sent to perform duties. Standing out often interferes with those duties and can cause problems for the mage who created them.
These two factors usually mean the Mechanation is as person-like as possible, although variation is very possible.
