Kinda against the 'highest stat' thing because it really just serves to make meh statlines even more meh, instead of really addressing the issue. I'd rather just have complete statline switching traits, even if those traits have to suffer from being a few points lower in total to make up for it. It'd also solve the issue I could see arising of only certain races really benefiting from the change overall, which I feel goes against the spirit of the OP.

I think the solution to Race base stats is a change to stats in general.
The easiest solution I can imagine would be to change LE stats into a pool of free floating points that can be invested to boost racial base stats.
I'd say about 15-20 earnable points, that can be freely invested into any stat, bringing its total up to a maximum of ten (so if you had 4 cel , you could raise it to 10, with 6 points)
if ten is too high and we want liches and papillions to feel speshul, we can go with 8 or 9 as the max.
