Just to comment purely on Yokoshura having a prison.
We "technically" do have one, in our Sanctuary and the laws in place to enforce it.

And considering that every Scales is a Guard.
And you only need a Dragon Head or Clan Scales to enforce low severity crimes and punishment. Yokoshura has like the strongest guard presence on the Continent.

It's just, hellariously, nobody wants to actually enforce the Laws through court, And we instead settle everything with a blade and Honor.
