The Shinobi skill Bone Breaker only applies Cripple Leg if the target you use it on is both Knocked Down and Grappled. The wording of the description is a little ambiguous, so it's unclear if it's supposed to be possible to consume both at once.
To replicate:
1. Equip Boxer/Shinobi, with the skills Fegen, Swift Grab, and Bone Breaker.
2. Fight an enemy, start your turn within 1 range.
3. Fegen to knockdown the enemy, Swift Grab them, then use Bone Breaker.
4. Note that only Knockdown is cured, and only Cripple Leg is inflicted.
