Blood Binding's base stats apply over Install's base stat changes.

I know that you've said they apply like Legend Ink's bonus stat increases, which makes sense. It can result in some absurdly funny base stat values though, notably:

Avian Install + Avian Binding for 13 Base SKI
Fairy Install + Fairy Binding for 13 Base CEL.



I don't know if this is intended for the race, and this is not my bias speaking I promise, I just wanna know how to stat a future character lol.
