So, I propose the 1m attack of Samaegaeshi be buffed. it's like, 20 water damage and 10 pierce it feels like. At the very least, 50% SWA and 50% Water attack. Please? Other parts of Shinobi were boosted to catch up, why not this?

Samagaeshi leaves flood tiles for Kaicho and deals more damage at the end of it's duration too.

I'm not saying that it's strong, but the flood tiles alone in conjunction with Kaicho is decent.

It is a 1m button with a bit of utility on it, but it should def deal a little more damage, but definitely not enough to make it compare to the likes of Grenade or Shippu Blade.

I think as the only shark-related skill in the game, it should do ridiculous damage by principle. Sharks are pretty cool and strong, after all
