I must preface this by saying no this is not ruler propaganda I am coming at this from someone playing a dodgie looking at mage's whopping 0 buffs to evasion.
The elemental enchants are alright! Talvyd and galren do stick out a bit compared to the others with their extra effects, but that's for another balance fu.
The defensive ones? they see much less of a use! Have the fairys or static bite been used to much effect at all? The raw stat buffs are neat, but in this meta where hitting the roofs of stats is present, many of them really don't give too much.
Suggestion one: Give them bonus battle stats to make them more generally applicable!
Fire fairy could give lvl x 3 SWA.
Ice fairy could give lvl x 3 hit
Static air could give lvl x 3 crit
astral belt could give lvl x 2 armor and marmor
relent gale could give lvl x 3 evasion.
engineer and bard have stat boosts this way, it feels applicable for mages to at least get a few stats for spending the momentum to apply these enchants.
Suggestion two: tweaking effects
Relent gale and astral belt are good, their one time effects have proven to be impactful on many mages (not just ruler). Their expel effects and one time triggers when combined add up to a strong kd tool!
Fire fairy, ice fairy and static air though? Not so much. being able to clear a limited amount of ice or cinder tiles can be neat, but it's a similar case to bk's steel blood. you waste more momentum and health clearing it when the enemy can just apply more whilst damaging you. The one time retaliation damage on evasion of a basic attack is also such a specific clause that really doesn't make static air worth it in my eyes. Here's some throw it out there suggestions!
Perhaps fire and ice fairy can clear their opposing elemental tiles around them per new round before damage can tick? or even convert the enemy elemental tiles closest to you to ally tiles of their element on new round? The worst place an enemy tile can be is under you, and continuous warding off of these specific tiles could prove impactful defensively!
Static air? It could honestly act more like electro shield or armour of nails, a weak, but more consistent form of retaliation damage. Either that or the damage can be upped but the trigger made consistent instead. Imagine it acting like a decent damage version of quickdraw, where the static bite procs before an enemy hits you? That could be fun!
