The Aquamancer ability, Water to Wine, does not properly boost the duration of the debuffs when it consumes 3 Aquae crest (5 required).  Instead, it will consume the crests and inflict the same duration.
The subsequent Mist tiles this creates, after waiting for 2 turns to pass for them to trigger their inflict, inflict at the correct +1 duration.
I am unsure if the initial cast is meant to be influenced by the resource consumption, but a general sanity check makes me believe it's meant to.
Replication Steps:
1. Equip Aquamancer, take Dead Sea, Crests, Water to Wine.
2. Find a means by which to get 5 Aquae crests.
3. Use Dead Sea, and then Water to Wine.
4. Note that the debuffs inflicted are 2 duration, and the Crests have been reduced by 3.
